Landlords: Are You Prepared for the Scottish Government’s Proposed EPC Changes?

The Scottish Government is proposing changes to the minimum energy efficiency standard (MESS) in the private rented Sector (PRS), aiming for all rental properties to achieve a minimum EPC Heat Retention Rating (HRR) of band C, for new tenancies by 2028 and for all rented properties by 2033.
This move is part of Scotland’s commitment to reduce fuel poverty and reach net-zero emissions by 2045. Currently, nearly half (48%) of rental properties in Scotland are rated EPC D or lower, contributing to a private sector fuel poverty rate of 44%. Upgrading your property’s energy efficiency is becoming increasingly urgent.
A public consultation on these proposals is open until August 29, 2025. While the final details are still under review, smart landlords know that early preparation is the key to staying ahead of the changes.
