What Is It For?
The Warm Homes: Local Grant, launched on 1 April 2025, is a government-funded initiative to improve energy efficiency in low-income households in England, including private rented properties. With a £500 million budget to fund until 31 March 2028, it seeks to tackle fuel poverty by funding energy performance upgrades and low-carbon heating installations, helping to reduce energy bills and carbon emissions while improving the Energy Performance Certificate (EPC) rating of properties, ideally to Band C.
Grant Amount per Property :
Up to £30,000 per property, comprising:

Up to £15,000 for energy performance upgrades (e.g., insulation, glazing, doors, solar panels).

An additional £15,000 for low-carbon heating systems (e.g., heat pumps, biomass boilers, etc…).

Landlords may receive full funding for the first property upgraded and 50% funding for additional eligible properties.

There is no cap on the number of properties, but overall subsidy per landlord must not exceed £315,000
Eligibility :
To be eligible, the following criteria must be met:

The property must be in England and have an EPC rating of D or below

The household income must be less than £36,000 annually, or the property must be in an eligible postcode, or the tenant must receive means-tested benefits (e.g., Universal Credit, Pension Credit, Housing Benefit).

Landlords must apply on behalf of tenants, who must provide consent for the works.
What Works Does It Cover?
The scheme prioritises a “fabric first” approach, focusing on insulation before renewables.
Covered works include:

Energy performance upgrades:
Loft insulation, cavity wall insulation, solid wall insulation, floor insulation, roof insulation (pitched and flat), room-in-roof insulation, draughtproofing, double or triple glazing, energy-efficient external doors, solar PV panels, and battery storage.

Low-carbon heating:
Air source heat pumps, ground source heat pumps, and high heat retention storage heaters (in some cases).

Additional works:
Necessary measures to support the installation of the above, tailored to the property’s needs.
The Warm Homes: Local Grant provides landlords in England up to £30,000 per property to enhance energy efficiency for low-income tenants.
