What Is It For?

The Great British Insulation Scheme (GBIS) is a government-backed programme launched in July 2023 to improve the energy efficiency of homes across England, Scotland, and Wales. With a £1 billion budget available until 31 March 2026, the scheme aims to tackle fuel poverty and carbon emissions by providing funding for a single insulation measure per property.

 

GBIS supports both low-income households and landlords, helping improve EPC ratings in line with future energy standards, reduce heating costs, and enhance comfort for tenants.

Grant Amount per Property:

There is no fixed grant amount under GBIS. Instead, funding is based on the insulation measure required and the characteristics of the property (e.g., size, current EPC rating).

  • Low-income households typically receive full funding for one insulation upgrade.

  • General group households (including landlords) may receive partial funding, and may be required to contribute toward installation costs.

  • The final grant value is determined following a pre-installation assessment and is delivered via participating energy suppliers.

Eligibility:

To be eligible, the following criteria apply:

  • The property must be in England, Scotland, or Wales and have an EPC rating of D to G.

Two eligibility routes:

  • Low-income group: The household receives a means-tested benefit (e.g., Universal Credit, Pension Credit), or is referred via GBIS Flex due to fuel stress.

  • General group: The property falls within Council Tax bands A–D in England or A–E in Scotland/Wales.

  • Landlords can apply on behalf of tenants, who must give consent for the work.

  • A pre-installation assessment (usually RdSAP) must confirm the suitability of the measure.

What Works Does It Cover?

GBIS provides funding for a single insulation measure per property, focusing on practical, cost-effective upgrades. Eligible measures include:

  • Insulation measures:

  • Loft insulation

  • Cavity wall insulation

  • Solid wall insulation (internal or external)

  • Underfloor insulation

 

The Great British Insulation Scheme offers landlords a valuable opportunity to upgrade the energy performance of their rental properties, sometimes at no cost for eligible low-income tenants.
